Title: Fast implementation and generalization of Fuller's unequal probability sampling method

Abstract: Wayne Fuller proposed in 1970 a very ingenious method of sampling with unequal inclusion probabilities. Firstly, doing justice to this precursor paper of Fuller, a very simple and fast implementation of this method is proposed. Secondly, the method is generalized in order to enable the use of a tuning parameter of spreading.
